dial up not working

I am trying to get Scientific Linux 5.2 to connect via  serial port
dial-up modem. I followed the same network configuration procedure that
works in Fedora Core 5 and Fedora 9, but when I click activate it says
"failed to activate arczip with error 4". Can anyone tell me what's
wrong?
