I am totally at a loss as to why it wants to install the 2.5-42 version 
of the glibc.  For that you'd need to send me the debug output.

That being said, what happens when you put the arch on your command.

   yum install glibc-devel.i386

If that still gives the same error, then send me the output of

   yum  -d 10 install glibc-devel.i386
