I've copied the file from my Thinkcentre (also SL5.1):
[root@bobtail ~]# cat /etc/sysconfig/desktop
DESKTOP="KDE"
DISPLAYMANAGER=KDE
[root@bobtail ~]#

It's now, before the login screen, saying
"Cannot open theme file /usr/share/apps/themes/RHEL"
and waiting for me to click "Ok."

I've done that; the KDM screen has the usual SL background, the login 
panel looks standard KDE.

However, it won't allow root logins (gdm does), not helpful as I don't 
yet have any user accounts.

Both problems exist in the same file, /usr/share/config/kdm/kdmrc (which 
is not where I think a config file should be).
