You can try to use mutlimedia players (Xine/Gxine, Mplayer/Gmplayer,
VLC, plugins for Totem, etc.) from Scientific Linux Cyrillic Edition
repository:

http://ftp1.scientificlinux.org/linux/extra/linux-ink/6x/yum/slce.repo

All of them support a wide range of codecs.

For example, screen recording tool set -- vnc2flv:

RPM may be created by standard Python distutils magic:

 python setup.py bdist_rpm
