  Development release CMSSW_1_3_1_HLT2 is available, for both slc3_ia32_gcc323 
and slc4_ia32_gcc345. It is also installed at CERN. The tags included,
with respect to the previous CMSSW_1_3_1_HLT1 release, are in (a) below.
